Trying to setup filter (forward) get Unable to connect to server

I’m trying to setup forwarding to an external email, but I can’t get my filters to work on the webmail. I get the following error:

I might switch to using outlook or thunderbird to do the dirty work, but if someone knows how to fix this, I would appreciate it.

Absolutely not my area of expertise, but my first guess would be that the sieve port is not open…
