how configure mailbox size for each user
mean i have user must mailbox size not less than 10 gb
and another must nailbox size not more than 1gb

This would be a Quota. It is currently not implanted into Mail-in-a-Box.
A Pull-Request https://github.com/mail-in-a-box/mailinabox/pull/665 has already been submitted, but not yet accepted by @JoshData. Maybe we can talk again about that, @JoshData
