Is there a sign up page for user?

Hi, i noticed that there is only a login action in the mail page, how can the user sign up for a new account?

Only admins can create new users, from the control panel (or from the SSH command line).

Form the SSH command line? How?

tools/mail.py user add user@domain.com [password]

If you look at this script generally, you’ll see you can do many things with it (mail.py)
