Can I set a maximum number of emails per day or hour for a user.

Yes, there are tools available for use in combination with Postfix that will allow rate limiting, quota’s, etc. However none would be supported by Mail-in-a-Box. As I do not use this type of tool, I cannot advise what would be appropriate.
