I could write a post-installation script to automate this part.

There is already an unlock script which will let you install apps in Nextcloud. However this is an unsupported modification. Read the most recent post with regard to this.

It is an unsupported modification. But you can unlock the plugins install. Read here how to run the unlock script. Every update you will receive a Warning that you have unlocked Nextcloud and it will say You are on your own if anything breaks.
