This discussion forum software is very nice, it’s my first time using Discourse.
Since it wasn’t immediately apparent to me what the software is called I had to spend a few minutes digging around. To save others the effort:
The forum software is called Discourse. It’s an open source project, the license is GPLv2. You can download and install it yourself for free, or the Discourse project also offers hosting and installation services.
